They would have plenty of takers for the right money.
I'd do it for less and probably still be as "good" as any of the last few

Fat Sam probably would have done a half decent job. Shame he is a greedy twat.
But the problems with England go way beyond the manager.
How our kids train, the low number of top level coaches, the instant success that our PL demands meaning established foreign players are favored ahead of giving the youngster a run out, the fact that players from some clubs will always get picked even though they may not be performing (or even playing) well, the lack of interest many English players seem to have for playing international football especially at under 23 level.

Erm, U21's lost on penalties in euro semi's, under 20's won the world cup... I'd say the problem is clubs not playing them.

Ok just in the first few players, lets take Butland and Stones. Will either of these 2 play for England at under 23 level?
If City were doing pre season in China and England Under 23 were in a tournament in Germany Stones would be eating rice not bratwurst.

What is the fascination with under 23 anyhow? I'm not aware of any major under 23 tournament and they are already in the senior squad, am I missing something?

Only that other countries take the under 23 tournaments far more seriously. Their star players will play in the team. This means that there are a core of players who have grown up playing together, competed and won tournaments together. So when they step up they are in familiar surroundings surrounded by familiar faces.
