The thing about Flash content is that it is generally not readable by search engines without some extra effort. Google and Adobe are making efforts to address this, but it largely means that at the moment Flash content is not referenced in google searches. Yes, Google can find the site but it can't read the content within or the links to other pages on the site which will do you no favours with ranking in searches.
If you want your content referenced by search engines (and let's face it, the point of a website is to promote its content) then I'd personally say stick to html/css.

Edit: actually, it seems my statement re: Flash not being indexable may have been a little out of date:

its not a website that I want to be reached by google as I will be giving out the web address to those i want to view it.

with that part of the arguement out of the way, should i do everything in flash?
