In general, I decided to create my YouTube channel, and encountered a problem with the use of music in their videos, often videos are limited to different countries or even block the soundtrack.

You're lucky, usually they just block the video and you have to re-download it and re-record the sound track. You need copyright-free music, and ideally there should be some kind of document confirming that the music is royalty-free.

And what ordinary music can not be used? I just saw in some commercials that they use music without copyrights all the time and their commercials are not blocked, I wanted to put rock music in the background, I create a small slices from the games and here such commercials are blocked.

You're talking about those videos that will be without monetization, such videos do not bring their creators a penny of money, which is why there is such a problem. Their videos are not blocked, but all the money they get from views goes only to the authors of the music.
