i'd be more inclined to play PS2 on PC if it was a full, paid for title, rather than "buy-to-win"

PS2 is nowhere near P2W mate. Not even close. And I should know, after 3000 hours in it as both a mindless grunt and a leader of a pretty well-known outfit/clan.
I paid £60 for a years sub in the first year, and all it gave me was increased cert gain and priority in queues. That's it.
The guns aren't P2W upgrades, they're sidegrades - they're useful in different roles. The T9-CARV, a TR starting LMG excels in close-quarters, but one of the purchasable (and you can buy EVERYTHING in-game with the earnable certs) LMGs will act in a different role, the T32 Bull for example is incredible at long-range, but expect to get dunked on in CQB unless you can ping headshots.
And you can't buy certs to assist you in getting higher tier suitslots or tools, everyone has to earn them. Want max-level jumpjets for your Light Assault? Better get to earning some certs. Same is true for everything, from your medic's heal/revive tool, to your MAX suits armour. They're the most important part of PS2, and you can't upgrade them by throwing money at the game.
It being F2P helps it maintain it's large-scale. PS2 needs bodies for it to be PS2, so restricting people behind a paywall, either WoW-style forced sub, mandatory purchase or P2W nonsense would hurt the game. It's exactly why PS1 never really got that big, even though it was probably the most revolutionary shooter of its era.

I tried the Planetside 2 beta on PS4 but there was almost nobody else on the server so I logged out and carried on with my life

Give it another go - EU servers are filling up nicely, especially Ceres.
It's still rough around the edges and doesn't hold the players hand at the start, but it's really worth the effort. A 300+player battle over an outpost, Biolab or tower is something to behold, and something that isn't available in any other game.

A 2000+ castle siege on Aden was even more intense in Lineage 2.
Outpost battles in Neocron were nuts too.

I may have to give this one a go. Slightly put off by all of the in game purchases. Is there the ability to get good in game gear without these add ons?

Raiding for Adena (currency) and drops that you can sell to other players / shops, then equipment is built by dwarf Artisans and you get enchantment scripts that bless your armour for +1 / +2 etc (they don't always succeed though and it can be destroyed though which is a c**t).
Bear in mind it's a PvP based MMO with a karma system and the grinding is long, but it's a hellishly addictive and fun game.
It's easily one of the most beautiful games ever made, I think it's completely free now as well.
Guild wars is good fun and a lot less serious.
