I think these days it's probably wise to anyway. I know people who thought they didn't need one but were stopped from flying on a domestic flight within the UK because they didn't have their passport.
Ryanair are particularly inflexible about that stuff. You need to have your booking reference otherwise you can expect a half hour wait in a queue to get it again. They won't just look it up for you because the system is potentially open to fraud.

Definitely check with the airline.
I know people who have needed passports for domestic flights.
I also know some airlines won't accept provisional licenses because although they have your name and face on them the DVLA don't do any kind of ID checks before issuing the provisional ones.
I don't mean to sound bitter, cold or cruel, but i am, so that's how it comes out.
