Actuqally I'd go the other way, that drugs policy over the last say 7 years has been a backwards step particularly in relation to "legal Highs", this could have been forseen in Northern Ireland which tried a blanket ban on psychoactives in advance of the rest of the UK and spice use boomed in that environment; if we had more of a progressive outlook to drug consumption the appeal of products like spice would be / would have been less.
True, if cannabis was legal I doubt Spice would have ever been developed and sold.
