Not quite right, there's no professional body as such in graphic design, it's advisable to go for a degree or HND but having this qualification does not grant you entry into a professional body or give you a lisence to sell your work. Just as in fine art in theory anyone can be a designer just as they can be an artist nor do you need a degree to sell your work. As long as someone wants to buy it you can sell it, it's that easy in theory.
