My cousin is looking to work as a wedding DJ in college to earn money for grad school. For some background, he's majoring in engineering and doesn't have many extracurriculars outside of that except one or two academic clubs.

[He likes weddings because of how it's a special event for the couple, and he feels that those events would be more fulfilling than say raves. <-- ETA]

His weekends are open most of the time, but he's always busy in winter/spring (finals) but has completely empty summers. I think he's got a good taste in music, listens to a wide variety of music and is pretty charismatic.

One big question he has concerned money: he doesn't have much money for equipment (he's on a scholarship) but he has a Dell Laptop and can get Spotify Premium with his student discount.

Is this enough? What steps would he need to take/equipment to purchase to make this possible?

It is a very saturated market and one that many people go into without proper experience or the right equipment.
I know very experienced wedding DJs who lose out on jobs because they charge the right money and some newby with a laptop and a set of cheap actives will do the gig for less than £100. Many people go for the cheaper option, they spend £10s of thousands on a wedding then the party is ruined because they decided to save a couple of hundred quid by booking a crap DJ.

Being a party DJ is easy, being a good party DJ takes planning, programming skill and dedication.
He will also need to have a decent set up that sounds good, has good lighting and is portable.

A good wedding/party DJ will always do some research before a gig, finding out what music the client wants, what type of people are likely to be there, making sure that they have the tunes to cover it and also tunes to take it in a totally different direction if needed.

It would be a good idea for your cousin to shadow an experienced DJ to see how they do it.
