That is entirely dependent on the point I am making, and also whether they are part of seniors but here's some of the players eligible.

Ok just in the first few players, lets take Butland and Stones. Will either of these 2 play for England at under 23 level?
If City were doing pre season in China and England Under 23 were in a tournament in Germany Stones would be eating rice not bratwurst.

What is the fascination with under 23 anyhow? I'm not aware of any major under 23 tournament and they are already in the senior squad, am I missing something?

Only that other countries take the under 23 tournaments far more seriously. Their star players will play in the team. This means that there are a core of players who have grown up playing together, competed and won tournaments together. So when they step up they are in familiar surroundings surrounded by familiar faces.

I am mainly talking about the world cup. Germany have, in the past, played all of their best players in the under 23 world cup. Many of the same players went on to play for Germany in the world cup proper. So they have experience of playing in a world tournament and they have experience of playing together.
